Cletus Uche Okoye received a comprehensive type of Secondary education with emphasis on Science and Technical Education. Subsequently, he attended the Institute of Management and Technology Enugu, Anambra State University of Technology, Enugu, The university of Nigeria, Nsukka; University of Ibadan, University of Lagos, Federal University of Agriculture, Abeokuta, Times Journalism Institute, Lagos and the Federal Radio Corporation of Nigeria (now National Broadcasting Academy), Lagos.

He holds a B.Eng.(Hons) degree in Electrical/Electronic Engineering; M.Sc. Electrical/Electronic Engineering; M.Ed. Educational Evaluation; T.T.C. Technical Education; PGD Journalism; PGD Public Relations; Cert. in Broadcasting (Commentator’s Course). A COREN registered engineer and Vice-President of Nigerian Institute of Biomedical Engineering. Okoye is a member of 15 professional societies such as the Nigerian Society of Engineers, Nigerian Institution of Management, Nigerian Institute of Biomedical Engineering; Institute of Research Engineers & Doctors; International Association of Engineers and World Society of Sustainable Energies.

Okoye is a Reviewer of many national and international journals, external examiner/assessor and consultant to many institutions and organizations besides his role as a National Board for Technical Education (NBTE) Accreditation Team member and Facilitator, B.Eng., To-Up/Conversion Programme, Federal University, Oye, Ekiti State. A UNESCO expert (TVET) since 2002, Okoye was Dean, School of Engineering; Pioneer Head of Department, Computer Engineering; Head of Department, Electrical/Electronic Engineering and has lectured severally at the Federal Polytechnic, Mubi; and Federal Polytechnic, Bida respectively. Cletus Uche Okoye, the best graduating student in Journalism, is at present a Chief Lecturer in Electrical/Electronic Engineering and Director, Research and Development Centre at the Federal Polytechnic, Ilaro, Nigeria.
